To obtain a Russian visa you must provide biometric data 

Foreigners intending to obtain a visa to enter Russia must provide biometric personal data. This rule is introduced by presidential decree, published on the official website of legal information.

"In order to obtain biometric personal data of foreign citizens and stateless persons who are drawing a visa for entry into the Russian Federation or transit visas, and until the adoption of the relevant federal laws to implement the decree from December 10, 2014 about collecting biometric personal data (scan of papillary patterns of all fingers ) of foreign citizens and stateless persons when placing them visas for entry into the Russian Federation or transit visa to transit through the territory of the Russian Federation in diplomatic missions and consular offices of the Russian Federation in the United Kingdom of Great Britain and Northern Ireland, the Kingdom of Denmark, the Republic of the Union of Myanmar, the Republic of Namibia and representation of the federal executive body in charge of foreign Affairs, located in crossing the state border of the Russian Federation at the international airport Vnukovo "- the document says.
